In most Indian schools, a transfer certificate is requested exactly when a family is leaving — often with unpaid dues. If the office issues it without checking, the money is usually unrecoverable. If they hold it informally, the family feels ambushed and the office looks disorganized.
A better model: dues-gated issuance
The right approach is a system that checks outstanding dues automatically at the moment of issuance — not a policy enforced by whoever happens to be at the desk. If dues exist, the certificate is blocked with a clear reason and the family sees exactly what is owed.
The fairness comes from transparency and escape hatches: a documented waiver path for genuine hardship, an audit trail of who approved it, and a receipt when dues are cleared that unblocks the certificate immediately.
What it looks like in practice
In Instita OS, every certificate issue request runs a dues check against the student's lifetime balance. Clear balance? Certificate issues with a public verification link. Pending dues? The request is held with an explicit reason, and an optional waiver can be requested and approved without any certificate being silently issued.
